I think one of the barriers could be understanding where this fits in terms of theme - coastal adapation, or marine resilience - and ensuring there are clear join up between projects that deal with this from either theme - to ensure that funding opportunities and projects that go up for these, compliment each other, rather than compete with each other
And also a bit more understanding around which restoration actions require standalone projects, and what types of restoration actions can be embedded in other projects/programmes etc.
Need a joined up approach amongst licensing authorities as to how to deal with these sorts of projects - costly, length of time etc. Recognise this is a long term ambition, but some improved comms initially would be good.

Identify where the opportunities are for restoration
NRW are undertaking a piece of work to identify spatial opportunities for restoration.
Know what is possible and prioritise.
And also a bit more understanding around which restoration actions require standalone projects, and what types of restoration actions can be embedded in other projects/programmes etc.
Need to understand the cost involved for different habitats and species.
Do we need to set up a programme group that could oversee and support (e.g. identify funding) delivery?

has there been any work on a natural capital plan to enable selection of best areas to deliver recovery. Could be a valuable resource.
